Welcome to the Volusia County VAB Petition Portal (2025 Session)

Statutory Filing Deadlines:
Important: This portal does not accept petitions submitted after the filing deadline. If you believe you have good cause for a late submission, contact the VAB Deputy Clerk.
Exemption and Classification Appeals:
Denial Notice Mailing: June 13, 2025. Deadline: July 14, 2025. Pursuant to section 194.011(3), F.S., the petition must be filed within 30 days from the date of the notice of denial.
Assessment Appeals and Portability Appeals:
Trim Notice Mailing: August 18, 2025. Deadline: September 12, 2025. Pursuant to section 194.011(1), F.S., the petition must be filed within 25 days after the notice of proposed property taxes (aka TRIM notice).
Filing Fees:
The filing fee is $30.00 per petition, with the exception of portability petitions, which will remain at $15.00. Also, for payments online, Volusia County has contracted with a third-party vendor who charges a service fee to provide this service. Effective November 4th, 2024, the service fee is 2.95% with a $1.95 minimum for credit card payments.
While recent legislative changes (House Bill 7031, effective July 1, 2025) permit a filing fee of up to $50.00, the Value Adjustment Board voted to adopt a $30.00 filing fee for the 2025 session during its Organizational Meeting held on July 14, 2025.
Hearing Location:
Petition Hearings are held in the County Administration Building, 123 W. Indiana Ave., Suite 301, Deland (3rd Floor, County Managers Office). Any person who anticipates they will appeal a decision of the VAB should ensure a verbatim record of the proceeding is made (see s. 286.0105, F.S.).
Petition hearings are open to the public. To observe a hearing, contact the deputy clerk for the daily schedule; schedules frequently change during hearing process.

Reschedule Rule:
In accordance with Section 194.032(2)(a), Florida Statutes, and Rule 12D-9.019, Florida Administrative Code, a hearing may be rescheduled one time for good cause. To initiate the reschedule, email the clerk your reschedule request as described below:
Submission Requirements
1. Deadline: A hearing may be rescheduled one time for good cause, as defined in section 194.032(2)(a), Florida Statutes. There is no statutory minimum number of days for submitting a request; however, requests must be made as soon as reasonably practicable before the scheduled hearing so that proper notice may be provided to all parties.
2. Authorization: The request must be submitted by the person listed on the petition, or, if the petitioner is a corporate entity, an authorized representative of a corporate entity. If this request is submitted by anyone else, written authorization must be provided.
3. Supporting Documentation: You must include a detailed, specific explanation, including relevant dates and supporting documentation, explaining how your circumstances prevent you from having adequate representation at the hearing. If you do not comply, your request may be denied.
Telephonic Hearing Requests:
To initiate a teleconference, email the clerk your teleconference request at least ten days before the hearing date.
Withdrawing a Petition:
To initiate the withdrawal, email the clerk to obtain the DOR withdrawal form prior to the scheduled hearing.
