Welcome to the Volusia County VAB Petition Portal (2025 Session)

Statutory Filing Deadlines:

Important: This portal does not accept petitions submitted after the filing deadline. If you believe you have good cause for a late submission, contact the VAB Deputy Clerk.

Exemption and Classification Appeals:

Denial Notice Mailing: June 13, 2025. Deadline: July 14, 2025. Pursuant to section 194.011(3), F.S., the petition must be filed within 30 days from the date of the notice of denial.
 

Assessment Appeals and Portability Appeals

Trim Notice Mailing: August 18, 2025. Deadline: September 12, 2025. Pursuant to section 194.011(1), F.S., the petition must be filed within 25 days after the notice of proposed property taxes (aka TRIM notice).


Filing Fees:

Each petition requires a $15.00 filing fee. All electronic payments are subject to a 2.95% convenience fee.

 

Paying Your Taxes:

Florida law requires partial payment of taxes on properties with a VAB petition. Failure to pay before the delinquency date will result in petition denial. For delinquency information, refer to your tax bill or contact your tax collector at (386) 736-5938. Partial payment requirements include:

  • Value Appeals: All non-ad valorem assessments, and at least 75% of ad valorem taxes (minus applicable discounts under s. 197.162, F.S.).
  • Other Assessment Appeals: All non-ad valorem assessments, and the amount of ad valorem taxes the taxpayer admits to owing, minus applicable discounts.

 

Hearing Location:

Petition Hearings are held in the County Administration Building, 123 W. Indiana Ave., Suite 301, Deland (3rd Floor, County Managers Office). Any person who anticipates they will appeal a decision of the VAB should ensure a verbatim record of the proceeding is made (see s. 286.0105, F.S.). 

Petition hearings are open to the public. To observe a hearing, contact the deputy clerk for the daily schedule; schedules frequently change during hearing process.

 

Parking Information:

Located approximately one block north of our address, County Municipal Lot 11 at 117 W Rich Avenue offers free 3-hour parking. Time limits are strictly enforced Monday through Friday, from 8:00 AM to 5:00 PM. EV charging stations are also available on-site. Click here for a map.

 

Reschedule Rule:

In accordance with Section 194.032(2)(a), Florida Statutes, and Rule 12D-9.019, Florida Administrative Code, a hearing may be rescheduled one time for good cause.

Please contact the clerk to initiate the reschedule, and to obtain the reschedule request form which must be submitted along with supporting documentation, to the VAB office at least five (5) business days prior to the scheduled hearing date, excluding Saturdays, Sundays, and legal holidays.


Telephonic Hearing Requests:

In accordance with Florida Administrative Code 12D-9.026 and board policy, telephonic hearings are available only to petitioners who can demonstrate a verifiable hardship. These requests are subject to review and approval by the designated good cause authority.

Please contact the clerk to initiate the teleconference, and to obtain the teleconference request form which must be submitted along with supporting documentation, to the VAB office at least five (5) business days prior to the scheduled hearing date, excluding Saturdays, Sundays, and legal holidays.


Withdrawing a Petition:

To initiate the withdrawal, complete the withdrawal form and send to the board clerk prior to the scheduled hearing. Please keep in mind, once the request has been processed, the withdrawal cannot be reversed.
